Main Street Texarkana is governed by a 13-member volunteer Board of Directors representing a cross-section of the Texarkana community – both the Texas side and the Arkansas side, business and civic. New members are nominated by the public and board members based on an expressed commitment to revitalizing Downtown Texarkana through the National Main Street Four Point approach.
Elections are held in December with staggered terms for 1, 2, or 3-years as determined by MST By-Laws.

EXECUTIVE DIRECTOR:
MST has one part-time paid employee, the Executive Director, who also works part-time with Tourism Development in partnership with the Texarkana Chamber of Commerce.
Nita-Fran Hutcheson has an extensive background in television, marketing, business, education, government, for-profit and non-profit management. She is a native of Texarkana, returning in 1985 after more than 20 years in Louisiana. Her professional affiliations are varied including board membership on the Northeast Texas Regional Film Commission and TEMPO, the Texas Eagle Marketing and Performance Organization which is comprised of representatives from every area along the Texas Eagle line from Chicago to Los Angeles.
Her media background is extensive, having been the first television newswoman in the region (KSLA-TV, Shreveport – 1967) and the third in the State of Louisiana.
